NOTICE OF ANNUAL MEETING & ELECTION NOTICE 2021


NOTICE IS HEREBY GIVEN, that a public hearing of the inhabitants of the Carthage Central School District, Jefferson and Lewis Counties, State of New York (the “District”) will be held on May 11, 2021, at 6:00 p.m. in the high school auditorium for the presentation of the budget.

NOTICE IS HEREBY GIVEN, that the Annual Meeting of the qualified voters of the Carthage Central School District, Jefferson and Lewis Counties, New York, will be held at the Carthage Central High School Library in said District on Tuesday, May 18, 2021, between the hours of 12:00 Noon and 9:00 p.m., prevailing time, at which time the polls will be opened to vote by an electronic voting machine upon the following items.

Shall the following resolution be adopted, to wit:

  1. RESOLVED, that the Budget for the 2021-2022 school year, adopted for Carthage Central School District, Jefferson and Lewis Counties, State of New York, by the Board of Education of said School District, be approved in the amount of $65,752,853.

     

    Notice is also given that the following proposition shall be voted upon:

  2. RESOLVED, that the Board of Education of the Carthage Central School District, Jefferson and Lewis Counties, State of New York, is hereby authorized to allocate the sum of ONE HUNDRED FORTY THOUSAND DOLLARS ($140,000) for the Village of Carthage Free Library; and the sum of NINETY-EIGHT THOUSAND FIVE HUNDRED DOLLARS ($98,500) for the Sally Ploof Hunter Memorial Library (Village of Black River Free Library), said sums to be raised by the levy of a tax upon the taxable property of said School District.

 Notice is also given that there are two (2) vacancies on the Board of Education caused by the expiration of the term of the incumbents Anne Rohr and Garry Schwartz. The candidates earning the highest number of votes will fill the 3-year term vacancies, July 1, 2021 to June 30, 2024. 

 Only one petition is required for each candidate and must be directed to the Clerk of the District, signed by at least twenty-five (25) qualified voters of the District, must state the residence of each signer, must state the name and residence of the candidate. Each candidate must be a citizen of the United States, at least 18 years of age or older and must have been a resident of the District for at least one (1) year preceding the election. Petitions for nominating candidates for the office of member of the Board of Education may be obtained from the District Clerk, at the Carthage High School, 36500 NYS Route 26, Carthage, New York, and must be filed with the District Clerk at the same location no later than April 19, 2021, 5:00 p.m.                                                                                                                                                                      

Moreover, notice is given that Absentee Ballots for qualified voters are available at the District Office, Carthage Central School, 25059 Woolworth Street, Great Bend, New York, or at the Carthage High School, 36500 NYS Route 26, Carthage, New York.  A list of persons to whom absentee ballots have been issued will be available for inspection in the District Clerk’s Office, during regular business hours, during each of the five (5) days prior to the election, except Saturday, Sunday or holiday, and shall be posted at the polling place on May 18, 2021.  The District Clerk must receive absentee ballots by 5:00 p.m. on May 18, 2021.

 Notice is also given that military voters who are qualified voters of the school district may apply for a military ballot by requesting an application from the District Clerk at 315-493-5000. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 pm on April 23, 2021.  In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail.

Notice is also given that a Budget Notice will be mailed to all District residents following the budget hearing, six (6) days before the vote. Copies of the budget will be available to any resident of the District at each schoolhouse upon request during the period of fourteen (14) days immediately before the annual meeting and election between the hours of 9:00 a.m. and 3:00 p.m., except Saturday, Sunday or holiday.
