As of the date of the submission of the Carthage CSD Reopening Plan (07/30/2020), school districts do not have a regulatory option to provide "fully remote instruction" to students without documented health conditions.  Unless otherwise directed through an Executive Order, schools must offer programming to all students in a manner consistent with the district's uniform plan.  The only legal option afforded to families is a formal "home schooling" program, as specified in Section 100.1 of Education Law.  Families interested in pursuing a Home Schooling Program should send their Letter of Intent to the office of the Assistant Superintendent for Curriculum and Instruction.  If this regulation and/or guidance from NYSED changes, Carthage CSD may offer a "choice" of school programming options.
